Advisors' Opinion:- [By Aaron Levitt]
First, the Brazilian government populist politics and price controls on various refined petroleum products have continued to destroy PBR bottom line. By only allowing Petrobras to sell gasoline at certain prices, the firm actually losses money on its downstream operations. These controls by the Brazilian government extend in other operations of PBR as well, and the threat of an Argentinian-style YPF (YPF) nationalization — however small — is there.
- [By Matt DiLallo]
In order to expand, Chevron has been workingon a joint venture agreementwith YPF (NYSE: YPF ) , which is the national drilling company in the country and a key holder in the Vaca Muerta field. The $1.5 billion venture would help jump-start the development of that field and could be worth up to $15 billion in total future investments. Foreign investments like Chevron's will be important in developing the play; its estimated that about $3 billion would be required just to get the shale gas extraction started, with upwards of $25 billion needed to develop Vaca Muerta's shale oil and gas potential.

For current investors, I still think the recent 10% price reduction still represents a premium valuation - of mispriced risk - and I would consider a rotation into a more risk-aligned healthcare REIT like Healthcare Trust of America (HTA) yielding 4.82% or Ventas, Inc. (VTR) yielding 3.47%. (See my HTA article here and my VTR article here).

Following the gloomy estimates out of market researcher IDC on the sad state of the PC market in the first quarter, Intel (NASDAQ: INTC ) shares dropped by as much as 3%, since the bulk of Chipzilla's business is still tied directly to the PC market.
- [By Matt Thalman]
Intel (NASDAQ: INTC ) , which was the Dow's biggest gainer of the day, rose 2.31%. The move came after shares were upgraded at Citigroup from neutral to buy. The analyst believes that PC demand will stabilize in 2014 and that when it does, Intel's share price will benefit. The company gave guidance based on weakening demand for PCs in 2014, so if computer sales simply stop declining, the company will do better than expected. But as a number of my Foolish colleagues have pointed out today, Intel investors should be focusing more on what the company is doing in the mobile market, not how PCs are performing because that is where the real growth will be coming from in the future.
